Because the steam contains very little water, the upholstery stays only slightly damp and dries quickly. That's especially important in the car, where moisture otherwise lingers in the fabric for a long time.

Yes, but carefully. Leather is steamed only briefly and with the right attachment, then wiped dry straight away. That way the surface is spared.
